Prafulla Kar (born 16 February 1939 in Oria) is a musician, singer, lyricist, author and columnist from Oria. In 2015, he received the Padma Shri, the fourth highest folk award from the Government of India, for his contributions to the field of art.

It is Baidyanath Kar and mother is Susila Kar. His uncle Khetra Mohan Kar was a famous tabla player. Having lost his father at an early age, he was raised by grandfather Bhagaban Misra and grandmother Apanna Devi.
Prafulla Kar has worked as a music director and is a regular singer in 70 Oriya films (released and unreleased) and 4 Bengali films.
‘Prafulla Kar Samman’ is awarded to a different singer each year to celebrate his birthday during a two-day musical event. The prize includes a cash prize of Rs 1 lakh, a mention and a scarf.
